From my experience leaning language should be a fun process, which should start from speaking, most important skill of any language, followed by listening then reading and writing.
The pace is different for everyone but the way would be the same.
My approach for the students would be to gauge the current level and then making a fun syllabus to follow up to get fluency in the language.
